Human Services Advisory Council (HSAC) The HSAC is a planning, advisory, and coordinating organization dedicated to helping the community meet its human service needs.

Committees of the HSAC
Executive Committee-Chair Suzanne Sarner The Executive Committee consists of the Officers and the Chairs of the CEAS, Planning, Child Abuse and Missing Children, and Monitoring Committees. The Executive Committee has the power to make decisions in absence of the full HSAC. A quorum of the Executive Committee is three persons.
Planning Committee-Chair Jeff Daly This committee periodically develops, updates, and monitors the County’s Comprehensive Human Services Plan, addressing the needs of the local community. This committee conducts/secures needs assessments of target populations, and addresses the development of service priorities to meet those needs. It develops strategies to secure the needed services.
Allocations Committee-Chair Suzanne Rosen The Allocations Committee is responsible for reviewing any Requests for Proposal (RFP’s) and to recommend the allocations of funds that would become available through the HSAC. These recommendations are then made to the entire HSAC Body and upon their approval, to the Board of Chosen Freeholders for their final approval. The process utilized will comply with State and County procedures regarding the request for proposal (RFP) process.
Comprehensive Emergency Assistance Systems (CEAS)-Chair Donna DelValle CEAS is charged with the following responsibilities:
1. Formulate and submit a County Homeless Plan to HSAC. The plan includes recommendations for level of funding to various programs, prioritizes service needs and maintains a county resource inventory. 2. Identify gaps in services provided to the homeless. Research populations not served or underserved and make recommendations to address those needs. 3. Coordinate the existing services, encourage communication to avoid duplication of services and assist in strategizing for future programming. 4. Act as an advocate for Homeless Issues. Providing elected official and regulatory bodies with accurate information about the county’s homeless and their needs. Attempt to mobilize new resources to address homeless issues. 5. Prepare studies, surveys and reports that assist in development and coordination of services.
Child Abuse/Missing Children’s Committee-Chair Michele Richard This committee addresses the problems of child abuse and missing children in the county and its activities may include the following: arranging for educational programs for parents and children, providing information concerning available services in the county and in the State for abused children and their parents and the parents of missing children, and coordinating the provision of services and programs concerning child abuse and missing children that are offered in the county and neighboring counties.
Work First NJ Committee-Chair Jeff Daly This committee works cooperatively with the Workforce Investment Boards and community-based organizations involved in moving individuals from welfare to work.
Child Care Committee-Chair Sharon Giacchino This committee is responsible for creating and reviewing the Child Care Plan for Sussex County. The Child Care Plan includes a description and analysis of the county, county population, TANF population and the working poor. The plan summarizes existing child care and the projected need for child care, and the steps that need to be taken in order to address the identified issues.
Nominations Committee-Acting Chair Mary Dolan (for Chair Michele Richard) This committee is responsible for the creation of membership and council officer slates; based on the regulations set forth in the SCHSAC By-Laws and the New Jersey Registry.
By-Laws Committee-Chair Vladimir Raevsky The By-Laws Committee is responsible for reviewing the By-Laws and making recommendations for changes. These recommendations are then made to the entire HSAC Body and upon their approval, to the Board of Chosen Freeholders for their final approval.
Monitoring Committee-Chair (vacancy) This committee is responsible for monitoring, with HSAC Staff, the agencies that receive funds or oversee funds through the HSAC.
Ad Hoc Committee Ad Hoc Committee’s are created based on need.
Sussex County Division of Community and Youth Services-Liaison: Lorraine Hentz, Human Services Coordinator
• Sussex County Youth Advisory Council (SCYAC): The SCYSC’s mission is to advocate for an accessible, responsive, integrated and coordinated system of care for the specific needs of youth and families residing in Sussex County and to implement the duties and responsibilities set forth in the Bring Our Children Home Act and the Juvenile Justice Commission - Youth Services Commission. The priority population includes at a minimum, youth with special social and emotional needs and/or juveniles involved or at risk of involvement in the Family Court.
• Local/Professional Advisory Committee on Alcohol & Drug Abuse (LACADA/PACADA): The LACADA is appointed by the Sussex County Board of Chosen Freeholders to serve as their link to the needs and issues concerning those with substance abuse and/or alcohol related problems. The LACADA is also the advisory body which reviews funding applications and makes recommendations to the Board of Chosen Freeholders. S.C. also has a Professional Advisory Committee on Alcoholism and Drug Abuse (PACADA), which is a subcommittee of the LACADA. The PACADA is comprised of members of the professional community who provide treatment services. They participate to stay in touch, informed and to make recommendations to the LACADA.
• Disability Services Advisory Council (DSAC): The DSAC provides the Sussex County Board of Chosen Freeholders with information concerning the needs, wishes, status, etc., of Sussex County residents with disabilities and their families, along with educating the community regarding persons with disabilities and disability services.
